Volkan Recai ÇETİN works as the Head of Department of Transport and Logistics at TR Presidency Strategy and Budgeting Office. After working as a project engineer in private sector, he worked as a Planning Specialist at the Ministry of Development (formerly State Planning Organization) focusing on transport policies and infrastructure. He has studies in the fields of public investments, road transport, road safety and logistics. He conducted research on transport economics, financing and public-private partnerships at University College London, Centre for Transport Studies. He has a BSc. in civil engineering. He received his MPA degree from Cornell University with his dissertation analyzing the effects of public capital stock on economic growth in Turkey and he is currently a PhD candidate in Public Economics at Ankara University, Institute of Social Sciences.
