Deniz Çağlayan Gümüş completed her undergraduate study at Gazi University, Faculty of Engineering and Architecture, Department of Urban and Regional Planning in 1994. She completed her studies for master in 1999 at Middle East Technical University, Faculty of Architecture, Department of Urban and Regional Planning. She completed doctor’s degrees in 2008 at the same Department. Her doctorate thesis is on “The Attitudes of Responsible Local Agencies towards Disability”.

In 1998, she started to work as an assistant expert at Administration of People with Disabilities. In 2001, she made a research on “Provision of Accessibility in Inner City Public Transportation Services” as part of her dissertation. She took part in official tasks such as drafting Turkish accessibility legislation, drafting and revising accessibility standards as a rapporteur, designing and implementing projects and providing various trainings for managers and technical personnel of municipalities and institutions on accessibility since 1998 as an expert and manager. She has many articles and publications in this field.
